There's a Mk II Escort here in Mass that runs a Euro plate, but he keeps the real plate in the rear window to make it "legal." That was my first thought when I saw the Mini, but unless he takes the plate with him when he parks he's clearly not using that tactic.
...can you imagine if states started offering longer Euro-style plates as an option?

I think some states let you run the euro plate as long as it has the same characters as your real plate and you keep the real plates in the car.
